No. The management plan is for ongoing care of an existing site — updates, hosting, security, and direct access. If you need a new site built, that's the one-time build ($4,000). Most clients do both: build first, then move to management.
Major redesigns or large custom features are scoped and quoted separately. Day-to-day content updates are always included.
